Major step forward for Northern Gateway as draft planning framework goes to Councils

The Simister and Bowlee allocation site, promoted by Russell LDP and Harworth Group, has reached a major milestone as plans move forward.

Plans to create a thriving, sustainable new community of up to 1,550 homes, alongside essential community facilities and improved transport links at Simister Bowlee, will be presented for consideration at upcoming cabinet meetings taking place in the first two weeks of February.

The draft Supplementary Planning Document (SPD), prepared and due to be presented to Rochdale and Bury's Council committees, sets out detailed guidance on the vision and proposed masterplan for the site, which will then undergo a consultation process over several weeks.

The proposed neighbourhood will help meet local housing needs and address affordability issues, whilst supporting the long-term economic growth across the region.

The draft Supplementary Planning Document being considered represents another major milestone for one of the largest allocations in Greater Manchester. If approved, it provides an important framework to align with, to support our forthcoming planning application.

Subject to the approval by both cabinets, the draft Simister Bowlee SPD will be published for public consultation in mid-February.

Rochdale Council's cabinet will consider the proposals on 5 February, with Bury Council's cabinet scheduled to consider the document on 11 February 2026.
